A Resilent Land Remediation Control Solution

Paul Boughton

The project is currently in progress on a brownfield site released after the
closure of a chemical manufacturing plant. Westbury was chosen for their
extensive experience of rugged and mobile distributed systems that support
supervision, control and data acquisition functions across large, outdoor,
environmentally challenging sites.

The system comprises a set of control and monitoring outstations supervised
by a central PC based SCADA system. This can be operated either locally or
via the Internet, allowing 365/24 hour unmanned site operation.

Each of the three mobile, skid mounted outstations contains a PLC controlled
remediation plant that physically decontaminates the soil in situ. Each
subsystem can be relocated to progressively extend the decontamination
activity across the whole site. The outstations have standalone capability
for redundancy of operation if SCADA communication is lost. The outstation
mobility and harsh outdoor environment preclude Ethernet cabling, so
Westbury has implemented an industrial WiFi solution with up to a 1500m
range, ensuring total site coverage.

The SCADA system provides friendly operator supervision of the outstations,
together with diagnostics and data collection. As the site becomes unmanned,
the system will be remotely monitored, and operational data records
collected, using VPN access across the Internet. GSM and GPRS modems provide
SMS text alerts to mobile phones.
